Lancé en 2013, le Plan France très haut débit a pour objec­tif de déployer les réseaux THD sur l’in­té­gra­lité du terri­toire d’ici 2022. Où en sommes-nous 6 ans après le début du projet ? Retour sur la progres­sion du THD et des autres tech­no­lo­gies sur le terri­toire.

Les réseaux THD montent en puis­sance

Selon une étude de l’ARCEP, entre 2014 et 2018, on constate une nette augmen­ta­tion de la fibre optique FTTH, fibre en termi­nai­son avec câble coaxial (FTTB ou FTTLA), VDSL2 ou encore THD radio. Dans la foulée, les accès à Inter­net sont progres­si­ve­ment rempla­cés par le THD. En 19 trimestres, 8,4 millions de connexions aux réseaux THD ont été enre­gis­trées, soit une crois­sance de 1,9 million d’abon­ne­ments par an.

Sur la période, la crois­sance de la fibre optique s’in­ten­si­fie : 1,4 million de nouveaux raccor­de­ments sont effec­tués chaque année, contre 1 million par an précé­dem­ment. La fibre couvre alors 52 % des accès à très haut débit et 15 % des accès inter­net.

Par ailleurs, sur les 28,9 millions d’abon­ne­ments à inter­net recen­sés en France, un tiers est réalisé en THD. La tech­no­lo­gie a le vent en poupe : en 2018, 44 % des loge­ments éligibles au THD en béné­fi­cient offi­ciel­le­ment.

Autre fait notable : les abon­ne­ments ayant un débit compris entre 30 et 100 Mbit/s (VDSL2, câble coaxial, box 4G ou THD radio) contri­buent égale­ment à la crois­sance du marché. En effet, envi­ron 400 000 contrats d’abon­ne­ments supplé­men­taires sont signés chaque année depuis 2014.

Le haut débit recule mais reste dans la course

Le nombre d’accès inter­net à haut débit (essen­tiel­le­ment des abon­ne­ments DSL) enre­gistre une chute dras­tique : en 2014, 23 millions d’abon­ne­ments au haut débit étaient recen­sés. En 2018, ils sont 20,6 millions.

2018 signe le passage des abon­ne­ments haut débit annuels sous la barre symbo­lique du million : de 21,9 millions au second trimestre 2017, ils passent à 20,8 millions au second trimestre 2018. Pour autant, le haut débit repré­sente toujours 72 % de l’en­semble des abon­ne­ments à Inter­net, et l’ADSL cuivre demeure majo­ri­taire sur le terri­toire.

Zones rurale vs. zones denses

Les terri­toires ruraux souffrent encore de la « frac­ture numé­rique ». Les derniers chiffres de l’IDATE Digi­world montrent en effet que la France se posi­tionne à la 19e place dans le clas­se­ment euro­péen du déploie­ment de la fibre optique.

Selon l’Au­to­rité de régu­la­tion des commu­ni­ca­tions élec­tro­niques et des postes (ARCEP), sur les 10 millions de prises raccor­dables en fibre optique en 2018, seule­ment 1,2 million étaient situées dans des zones rurales. Trop peu quand on envi­sage que ces terri­toires comp­ta­bi­lisent 16 millions de loge­ments et de locaux profes­sion­nels, contre 20 millions dans les villes moyennes et les métro­poles.

L’une des solu­tions pour contour­ner ce problème est l’uti­li­sa­tion du réseau MED (montée en débit). Son avan­tage ? Il permet d’ob­te­nir une connexion opti­male et moins onéreuse, en zone rurale, via un raccor­de­ment sur une armoire (point de mutua­li­sa­tion).

◇ Fibre optique : un déploie­ment inégal en Union euro­péenne ◇

Les diffé­rents types de tech­no­lo­gies et la vitesse asso­ciée

Globa­le­ment, on distingue comme tech­no­lo­gies de connexion :

Aujourd’­hui, la fibre avec termi­nai­son coaxiale ne semble pas progres­ser et stagne autour de 1,3 million d’abon­nés depuis le deuxième trimestre 2017. Le FFTH peine à s’ins­tal­ler par rapport à la fibre arri­vant au bas de l’im­meuble pour être relayée par un câble coaxial (FTTLA) ou la ligne télé­pho­nique (FTTB).

Pour­tant, même si le FFTH néces­site plus de moyens finan­ciers et tech­niques, cette tech­no­lo­gie reste la plus inté­res­sante compte tenu de sa capa­cité à faire tran­si­ter des débits de plus en plus élevés. Ses concep­teurs ont d’ailleurs pensé sa fabri­ca­tion pour qu’elle s’adapte à l’évo­lu­tion des tech­no­lo­gies sur une période 50 ans.

Même si la fibre est présen­tée comme l’ave­nir français, une recru­des­cence des antennes 5G est en marche, notam­ment en Chine. Néan­moins, malgré des coûts de raccor­de­ment bien moins élevés que la fibre, la 5G demeure moins acces­sible par la couver­ture mobile. Reste à voir quelle tech­no­lo­gie pren­dra l’as­cen­dant.
